Prevents users from connecting to the Windows Update Web site.
A value of 1 prevents users from connecting to the Windows Update Web site at http://windowsupdate.microsoft.com from Windows 2000. Also, this policy removes the Windows Update hyperlink from the Start Menu and from the Tools menu in Internet Explorer.
This entry stores the setting of the Disable and remove links to Windows Update Group Policy. Group Policy adds this entry to the registry with a value of 1 when you enable the Disable and remove links to Windows Update policy. If you disable the policy or set it to Not configured, Group Policy deletes the entry from the registry and the system behaves as though the value is 0.

Windows Update, the online extension of Windows, offers software updates to keep a user's system up-to-date. The Windows Update Product Catalog determines which system files, security fixes, and Microsoft updates users need and shows the newest versions available for downloading.
To change the value of this entry, use Group Policy. This entry corresponds to the Disable and remove links to Windows Update policy (User Configuration\AdministrativeTemplates\Start Menu & Taskbar).
Note
While this policy is enabled, users who try to connect to the Windows Update Web site are redirected to an alternate page. To see this page, enable the policy, and then go to the Windows Update Web site at http://windowsupdate.microsoft.com.
