Specifies the time of day at which the first replication occurs after the WINS server is initialized.
Thereafter, the WINS server replicates as often as is specified in the value of TimeInterval. If the time specified has already passed, the WINS server waits for the period specified by TimeInterval, and replicates when that time expires.
To change the value of this entry, use the WINS console. Right-click the Replication Partners node, click Properties and then click the Advanced tab. This entry corresponds to the Start time box.
