In order to open and create and edit content of a configuration, you must have rights to Open to Manage. These rights are set in role attributes. The role, along with the explicit configuration are assigned to a user account. More info...
To Open to Manage a Configuration:
Right-click any configuration.
Select Open to Manage.
If Open to Manage does not appear on the menu, or is greyed out, then the User Account does not have rights to manage the specific Configuration.
Note: When a user has a
configuration Open to Manage, that
configuration cannot be opened to Browse or Manage by any other
user.
If you receive the message Cannot Open for Browse or Cannot Open
for Manage, you will have to determine which user has the
configuration open, and contact the user about closing it.
