HKLM\SYSTEM\CurrentControlSet\Services\Psched\
The Psched\Parameters subkey stores configuration data for the Quality of Service (QoS) Packet Scheduler. The Packet Scheduler controls network traffic. It determines the delivery schedule of each queue of packets and resolves competition between queued packets .
The Parameters subkey stores entries that applies to all network adapters on the computer. In addition to entries, the Parameters subkey also contains an Adapters subkey which stores entries that are configured separately for each network adapters that supports QoS Admission Control.
