Enables and disables the Fast Start feature of RSVP.
Fast Start is designed to minimize the effect of a lost signaling message. Fast Start sends the first few RSVP reservation messages for a session at a faster than normal rate. Typically, path reservation messages are sent every 30 seconds, but Fast Start sends several identical messages before the first refresh interval expires. As a result, if one message is lost, another identical message arrives quickly.
