Restricts the user's ability to modify Program Manager. Please note that these values represent increasing levels of restrictions, each of which includes the restrictions of the previous levels.

| 0 | No restrictions. The user can change any configurable feature of Program Manager. |
| 1 | The user cannot create, delete, or rename program groups. The New, Move, Copy, and Delete commands on the File menu are disabled when a program group is selected. |
| 3 | The user cannot create, delete, or rename program groups (as in
the value of 1). In addition, the user cannot create or delete
program items. The New, Move, Copy, and Delete commands on the File menu are always disabled. |
| 4 | The user cannot create, delete, or rename program groups or
items (as in the value of 2). In addition, the user cannot
change command lines for program items. The text in the Command Line box in the Properties dialog box cannot be changed. |
| 5 | The user cannot create, delete, or rename program groups or
items, or change command lines for program items (as in the value
of 3). In addition, the user cannot change any program item
information. The fields in the Properties dialog box are disabled, so the user can view, but not change, the entries in the fields. |
