Specifies the programs that provide the user interface to the operating system.
By default, Winlogon starts the programs specified in the value of Userinit, including Userinit.exe. Userinit.exe starts the user interface program. However, if Winlogon cannot start the programs specified in the value of Userinit, Winlogon directly executes the programs specified in the value of Shell.
