FRS event ID 13571 occurs when the volume serial number from the FRS database does not match the volume serial number from the file system. Possible reasons are reimaging the volume.
The state of FRS will need to be restored on the server by performing a nonauthoritative restore (D2 operation). For more information, see Performing a Nonauthoritative Restore.
The server encountered an internal error or misconfiguration and was unable to complete your request.
