1 - Warn when there is no password validation.

Description

The configuration wizard asks for the Vault Service account password and attempts to verify that the password is correct. If the user's account does not have the user right "Act as part of the operating system", then a warning is issued. Use WarnNoPwdValidation to control whether to display this warning.
