Controls whether, when the Journaling task starts, messages that
are stored in the failed folders are automatically moved back into
the Inbox to be reprocessed.
Supported values
Off (default). Do not move items in the failed folders to the
Inbox when the task starts.
On. Move items the failed folders to the Inbox when the task
starts.
