This read-only property indicates whether or not the queue is open.

Remarks
MSMQQueue.IsOpenreturns 1 only when MSMQQueue.Handleis set to a valid queue handle.
If Message Queuing has set MSMQQueue.Handleto INVALID_HANDLE_VALUE, MSMQQueue.IsOpenalways returns 0.
