The Qossp subkey stores configuration data for the Quality of Service (QoS) service provider.
QoSsp is the Winsock QoS service provider for Windows 2000. QoSsp is a layered service provider: it is positioned above the default Winsock service provider and intercepts all QoS-related requests. These QoS requests are then translated into the appropriate RSVP signaling to request resources from the network.
