Specifies the minimum bandwidth utilization when Bandwidth Allocation Protocol is used. If the percentage of bandwidth used falls below this minimum for more than the value specified in TimeBelowThreshold, Routing and Remote Access closes the connection.
A value of 0 indicates that no minimum bandwidth utilization is enforced.
Note
This setting can be overridden by a remote access policy. If you have set the Capacity option on the Multilink tab in Routing and Remote Access to a value other than 50%, that setting overrides the value of this registry entry.
This entry is used only when Bandwidth Allocation Protocol (BAP) is enabled on the computer.
Windows 2000 does not add this entry to the registry. You can add it by editing the registry or by using a program that edits the registry.
