Specifies the suggested value for the maximum number of control messages that can be held in the local receive window.
The value of this entry is sent to a peer in a Receive Window Attribute-Value Pair (AVP) message during tunnel negotiation. It is intended to suggest to the peer that they should increase the size of the receive window from its typical value of 4 control messages. This value is only a guideline; the driver does not enforce the value.
If the value of this entry is 0x0, the L2TP driver does not send a Receive Window AVP message during tunnel negotiation. As a result, the peer assumes a receive window size of 4 messages.

Windows 2000 does not add this entry to the registry. You can add it by editing the registry or by using a program that edits the registry.
