Explanation: A command cannot be ran. This
error can occur due to the following: the command permissions do
not allow it to be ran or system resources such as memory and swap
space are insufficient.

Examine command output, debug logs, and system logs
for a more detailed message on the error.

Check the permissions on the vmcheckxxx, vmupdate,
and oprd binaries, and (on Windows
only) the rdevmi installed binary.
